About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network (VISN) 1, serving New England, has published a Special Notice announcing its intent to award a sole-source Blanket Purchase Agreement (BPA) for Arjo Maxi patient ceiling lift systems. This notice was posted on April 13, 2026, and represents the VA's plan to establish a firm-fixed-price single-award BPA for equipment, installation services, and training related to overhead track ceiling lift systems. The procurement is being conducted under sole-source authority pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.103-1(b) and (d), based on the determination that only one responsible source can satisfy the agency's requirements. The VA intends to serve four facilities across Connecticut, New Hampshire, Maine, and Massachusetts through this agreement. Interested parties may submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government by the closure date of April 27, 2026, at 11:00 AM Eastern Standard Time.
The objective of this BPA is to procure and install Arjo ceiling lift systems across VISN 1 facilities during a five-year performance period from May 1, 2026, through April 30, 2031. The contractor must provide all equipment, parts, accessories, installation services, comprehensive training, and documentation at no additional cost to the Government, with particular emphasis on compliance with VA Directive 2005-019 and seismic restraint specifications. Responses to this notice must be submitted by April 27, 2026, and should include evidence of capability and clear justification for why alternative sources cannot adequately meet the requirement. While there are no formal set-asides or restrictions on contractor eligibility, the sole-source justification is based on the existing Arjo infrastructure already installed across these facilities, including ceiling tracks and charging systems that are incompatible with alternative manufacturers' equipment. The Government's determination to proceed with sole-source procurement is discretionary and may be reconsidered based on the strength of responses received. Interested contractors should contact Kim McCarthy, Contracting Specialist, at kim.mccarthy@va.gov with any questions or capability statements.
