About this opportunity
The Department of Veterans Affairs awarded a $900,000 firm fixed price delivery order to Philips Healthcare Informatics Inc. on July 27, 2026, for upgrading and consolidating cardiology imaging systems serving Veterans Integrated Service Network (VISN) 5.
The delivery order upgrades the Philips IntelliSpace CardioVascular (ISCV) Cardiology Picture Archiving and Communication System (CPACS) from its current version to ISCV version 8.1 and consolidates site-specific archives into a single VISN-wide virtualized vendor-neutral archive (VNA). The award was made under Defense Logistics Agency master contract SPE2D1-19-D-0036; delivery order number is 36L79726F0029. No set-aside was used. Philips Healthcare Informatics Inc. was determined to be the only awardee capable of providing the supplies and services at the required quality level due to the unique and highly specialized nature of the work. DLA had previously negotiated fair and reasonable pricing under the master contract, and the contracting officer validated the quoted prices as equal to or less than the contract price.

The Contracting Officer has conducted a price evaluation to ensure that the quoted prices are equal to or less than the contract price.
In conclusion, I have determined that placing a Delivery Order against the Philips Healthcare Informatics, Inc. contract SPE2D1-19-D-0036 represents best value in meeting the Government s needs. Awarded contract 36L79726F0029 to PHILIPS HEALTHCARE INFORMATICS INC. for 900000.00 on 2026-07-27.
