About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is procuring a FUJIFILM Sonosite ST ultrasound vascular visualization system for the New Port Richey Community-Based Outpatient Clinic in Florida. The system must operate in B Mode, M-Mode, and Color Doppler capabilities and support linear, phased array, and curved array transducers to assist Diagnostic Radiologic Technologists in locating patient veins for IV access during CT and MRI imaging procedures. The procurement aims to reduce unsuccessful vein attempts, improve patient outcomes and satisfaction, and increase radiology service efficiency at the clinic, which lacks the specialized IV access team typically available in hospital environments. Offerors must be registered in the System for Award Management (SAM), certified with the Small Business Administration, and provide a letter from the Original Equipment Manufacturer confirming certified distributor status. The evaluation will be conducted based on technical acceptability and price to determine the most advantageous offer, with quotes due electronically by September 19, 2025, at 10:00 AM Eastern Time.
This solicitation is designated as a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 334510 with a small business size standard of 1,250 employees. The complete system package includes the Sonosite ST Ultrasound System, multiple transducers (C5-1, L12-3, L19-5), a small basket, a black and white printer, and access to the Sonosite Institute for Point-of-Care Ultrasound educational resources. The contractor must deliver all items within 30 days after receipt of order and provide two days (16 hours) of training for technologists. Additionally, the contractor must maintain a current Business Associate Agreement and ensure compliance with healthcare data privacy requirements. Performance will occur at the New Port Richey CBOC located at 9912 Little Road, New Port Richey, FL 34654, serving the CT and MRI sections of the Radiology Service.

Sonosite Ultrasound Vascular Visualization System
GENERAL: The CT and MRI Section of the Radiology Service at the New Porty Richey CBOC 9912 Little Road, New Port Richey, FL 34654, has a requirement for an ultrasound imaging system to aid in the visualization of patient veins during the process of placing IV access.
BACKGROUND: JAHVA Radiology Service provides imaging services in multiple modalities at the New Port Richey CBOC, an offsite location without access to a specialized IV access team usually available to radiology in a hospital environment. CT and MRI imaging requires the IV administration of contrast for optimal imaging and diagnosis. Diagnostic Radiologic Technologists (DRTs) are entrusted with placing IV access prior to imaging. The physical condition of patients can undermine and/or compromise the ability of the DRT to quickly, accurately, and painlessly locate a 'good' vein in which to place the IV access. DRTs are already well versed in imaging techniques and are very well suited to the use/operation of the ultrasound imaging device for the purpose of vein location. There are numerous FUJIFILM Sono Site devices being utilized throughout James A. Haley Hospital and its associated clinics.
PURPOSE: This compact, mobile ultrasound device will be used by the CT and MRI sections at New Port Richey to locate veins for IV access before contrast administration and imaging. It will reduce the number of unsuccessful vein attempts, improving patient outcomes and satisfaction, especially for patients who are difficult to stick. Unlike the hospital, New Port Richey CBOC lacks an IV Team; therefore, having this Sonosite device will enhance our service to veterans, prevent rescheduling, and increase Radiology service efficiency by minimizing missed appointments.
SCOPE: JAHVA Radiology, New Port Richey CBOC, requests the contractor to provide a FUJIFILM Sonosite ST brand name ultrasound device, capable of operating in B Mode, M-Mode, and Color Doppler, and supporting linear, phased array, and curved array transducers. It must include a full range of measurement and calculation packages as specified below. The device must meet The Joint Commission, VHA directives, local policies, and other regulatory standards. The contractor will provide at least two days (16 hours) of training for Diagnostic Radiologic Technologists (CT and MRI) at New Port Richey CBOC. The contractor must have a current, active BAA.
