About this opportunity

The U.S. Army Materiel Command at Aberdeen Proving Ground seeks two prototype hand-carried ultrasound diagnostic systems for operational and environmental testing, with proposals due November 6, 2026. This procurement is issued under Other Transaction Authority (OTA) pursuant to 10 U.S.C. 4022 and carries a nontraditional defense contractor (NDC) or nonprofit research institution requirement: at least one party must qualify as NDC or nonprofit, or one-third of costs must derive from non-Federal sources.

Place of performance is Aberdeen Proving Ground, Maryland. The Government requires Commercial-Off-The-Shelf (COTS) or Non-Developmental Item (NDI) solutions with minimal to no modification, FDA clearance (510(k) approval or Class I registration), live color Doppler and advanced blood-flow imaging, multiple transducer ports, minimum 13-inch display, and operation on 110–120 VAC (60 Hz) with desired capability for 220–240 VAC (50 Hz). Trade Agreements Act compliance is mandatory. Systems must meet MIL-STD-810H environmental testing standards and support austere Role of Care 3 medical operations. Delivery of two prototypes is required within 45–60 days post-award. Vendors must provide comprehensive technical documentation, training, warranty (one year minimum, three years desired for follow-on production), and support for military Biomedical Equipment Technician maintenance.

Proposals are funded by FY26 Defense Health Program RDT&E 2-year funds with anticipated award in FY27 Q1. Under 10 U.S.C. 4022(f), the Government may award a noncompetitive follow-on production contract for approximately 107 units to prototype participants without competitive procedures. NAICS 334510, PSC 6515. Evaluation prioritizes technical merit and system maturity over cost using holistic, qualitative methodology. Cost share is optional but noted favorably.

Notice text

The Portfolio Acquisition Executive (PAE) Maneuver Ground Project Manager (PM) Maneuver Medical Devices (M2S) is issuing this Request for Prototype Proposals (RPP) to solicit solutions for an Ultrasound Diagnostic System, Hand Carried (USHC).

The U.S. Army requires a Commercial-Off-The-Shelf (COTS) or Non-Developmental Item (NDI) hand-carried ultrasound device capable of supporting medical operations in austere Role of Care (ROC) 3 environments with little to no modification. The selected vendor(s) will deliver two (2) prototype units for operational and environmental testing (MIL-STD-810H). The solution must be FDA cleared for human use, Trade Agreements Act (TAA) compliant, and operate on standard CONUS/OCONUS power infrastructures.

In accordance with 10 U.S.C. § 4022(f), the Government advises all offerors that a noncompetitive follow-on production contract or transaction may be awarded to the participant(s) of this Prototype Other Transaction Agreement (OTA) without the use of competitive procedures
