About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 has issued a Special Notice announcing its intent to award a sole-source contract to Medela LLC for the procurement of the Thopaz Digital Chest Drainage and Monitoring System. This specialized medical equipment is required for the Operation Room Department at the James A. Haley Veterans Hospital in Tampa, Florida. The procurement is being conducted under FAR 13.106-1(b), which permits sole-source awards when supplies or services are available from only one responsible source due to their unique or highly specialized nature. The contract will be structured as a firm-fixed-price agreement with an anticipated performance period of 30 days after receipt of order. The requirement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing with a small business size standard of 1,000 employees.

The primary purpose of this Special Notice is to inform the contracting community of the VA's determination that only one source can provide the required digital chest drainage and monitoring system that meets their specific clinical requirements for post-operative thoracic patients. While this is not a competitive solicitation, interested parties may submit capabilities statements demonstrating their ability to fulfill the government's requirements by the deadline of June 23, 2025. All responses must be submitted in writing via email to Marcus.Lewis2@va.gov, with no telephone inquiries accepted. The system must provide continuous, objective measurement of air leaks and fluid drainage, be user-friendly, portable, lightweight, and capable of operating independently for at least four hours when fully charged. Companies wishing to challenge the sole-source determination must provide compelling evidence by a preponderance of the evidence that they can meet all specified requirements for the digital chest drainage system at the Tampa facility.
