About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network (VISN) 16, issued a Special Notice on December 12, 2025, announcing its intent to sole-source a contract to Roche Diagnostic Corporation for the provision of ImmunoHistoChemical (IHC) and Special Stain (SS) reagents. The contract will serve the Overton Brooks VA Medical Center's Pathology and Laboratory Medicine Service in Shreveport, Louisiana. This is a Notice of Intent to Sole Source under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, indicating that the agency has determined only Roche is capable of meeting its specialized diagnostic requirements. The proposed contract vehicle is a firm-fixed-price service agreement with a base period from January 1, 2026, through December 31, 2030, plus four optional one-year renewal periods.
The primary objective of this solicitation is to secure reliable supply of reagents and technical support for two Roche diagnostic instruments: the Roche UltraPlus IHC stainer and the Ventana BenchMark Special Stain stainer, which collectively support approximately 7,431 annual diagnostic procedures. Interested parties have until December 16, 2025, at 10:00 AM CST to submit a capabilities statement to rhonda.gibson2@va.gov, with the contract number 36C25626Q0248 referenced in the subject line. While this is not a formal request for quotations, respondents must provide clear evidence of their capability to deliver the required services, though mere registration with the System for Award Management (SAM) does not constitute sufficient evidence of capability. The contract requirements include 24/7 technical support, on-site service within 24 hours, equipment delivery and installation, staff training, maintenance services, and strict quality control and compliance standards. The government retains sole discretion to determine whether to compete this contract based on responses received, and only written capabilities statements will be accepted for consideration.
