About this opportunity

The Department of Veterans Affairs Network Contracting Office (NCO) 4 has issued a Special Notice announcing its intent to award a sole source contract to ScriptPro USA, Inc. for a Pharmacy Data Terminal Workstation Server Upgrade. The procurement involves comprehensive hardware and software upgrades for VA pharmacy systems, including remote access servers, communications modules, device licenses, security components, and various on-site upgrades to legacy systems transitioning to Windows 11. The VA intends to negotiate under Simplified Acquisition Procedures using the authority of FAR Part 6.302-1 (Only One Responsible Source), citing ScriptPro as the only vendor capable of meeting the brand-specific requirements. The contract will be firm-fixed price with no option years and falls under NAICS code 541519 for Other Computer Related Services. The procurement supports the Wilkes Barre VA Medical Center's pharmacy operations by upgrading SP Central Workflow, SP Central Pharmacy Management, and SP Robotic Systems.

The primary purpose of this Special Notice is to inform the contracting community of the VA's intention to sole source this procurement while providing an opportunity for other vendors to challenge the single source justification. This is not a solicitation or request for competitive proposals, but rather a notice allowing interested parties to submit clear and convincing evidence that competition would be advantageous to the government. Any responses must be received by 12:00 p.m. Eastern Time on Friday, August 22, 2025, and should be directed to Contract Specialist Gabriella Byrne. The VA maintains that only ScriptPro can interface with their existing proprietary pharmacy management systems, making competition impractical. The procurement includes extensive technical components such as endpoint security management, full disk encryption, image storage migration, and various hardware upgrades designed to modernize the medical center's pharmacy infrastructure while maintaining compatibility with existing ScriptPro systems.
