About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16, seeks to procure eight Stryker SmartPump Dual Channel tourniquets (5920-011-000) and eight Stryker SmartPump Rolling Stands (5920-013-000) for the Michael E. DeBakey VA Medical Center, with proposals due August 14, 2026 at 1:00 PM Central Time. This procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.
Place of performance is 2002 Holcombe Boulevard, Houston, Texas 77030. The contract period runs from August 17 through November 16, 2026, with f.o.b. destination to the medical center. This is a brand-name solicitation; the justification for the brand-name restriction documents that multiple SDVOSB distributors are capable of supplying Stryker products, satisfying the Rule of Two requirement for SDVOSB set-aside procedures.
Contractors must be actively registered in the System for Award Management (SAM) and certified as SDVOSB with the Small Business Administration's Dynamic Small Business Search (DSBS), or quotes will be rejected as non-compliant. The government expects award of a single firm-fixed-price contract to the lowest-priced offeror whose technical quote is deemed acceptable and whose past performance does not render the offeror ineligible. Contractors shall provide a manufacturer's standard warranty covering all supplied items and must comply with limitations on subcontracting: no more than 50% of contract value may be paid to non-certified SDVOSB firms (excluding material costs). The NAICS code is 339112, Surgical and Medical Instrument Manufacturing; the PSC code is 6515, Medical and Surgical Instruments, Equipment, and Supplies.
