About this opportunity

The Department of Veterans Affairs (VA) is conducting a Request for Information (RFI) for a Remote Patient Pedal Monitoring (RPPM) program designed to establish innovative technologies for early detection and prevention of diabetic foot ulcers among Veterans. The VA's National Acquisition Office and Veteran Health Administration are seeking industry feedback on a proposed performance work statement to understand market capabilities for deploying thermal imaging-based pedal monitoring devices. The RFI targets vendors who can provide FDA-cleared devices capable of daily home temperature monitoring for at-risk Veterans, with technical requirements including wireless data transmission, encrypted data transfer meeting FIPS 140-2 Level 2 standards, and integration via HL7 FHIR and REST-based APIs. Responses to the RFI are due by June 5, 2025, and must be submitted to eric.asper@va.gov and andrea.torrano@va.gov. Importantly, this is a market research initiative and does not constitute a formal solicitation, with no evaluation of participating parties or promise of future business.

The contract will be a five-year multiple award Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) with a base year and four one-year option periods, anticipated to begin on November 1, 2025. The program aims to enroll between 10,000 and 100,000 Veterans, with a minimum contract guarantee of $2,500 and a maximum ceiling of $500 million. There are no specific set-aside designations for this opportunity, and it is classified under NAICS code 621999 (Miscellaneous Ambulatory Health Care Services) and PSC code 6515 (Medical and Surgical Instruments). Contractors will be compensated for device deployment, data management, and patient support services, with devices required to support daily monitoring, patient onboarding within 3-5 business days, and compliance with Section 508 accessibility requirements. The primary performance location will be in Golden, Colorado, with potential nationwide deployment.
