Respondents must demonstrate authorization as distributors with original equipment manufacturer (OEM) access, compliance with the Non-Manufacturer Rule, small business qualifications per 13 CFR 121.406, and availability under applicable government contracts such as GWAC, SEWP, NAC, GSA Schedule, FSS, IDIQ, or BPA. Vendors must provide specific documentation including manufacturing location verification, authorized distributor letters on OEM letterhead, business size classification, small business certifications, and estimated market research pricing in response to nine detailed questions. Responses are due by April 21, 2026, at 1:00 PM Central Time and should be submitted to Contracting Officer Shasta Britt at shasta.britt@va.gov in Microsoft Word format with specifications of 8.5 by 11 inches, 12-point font, and 1-inch margins.
This procurement carries no set-aside designation and is classified under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) and PSC 6515 (Medical and Surgical Instruments, Equipment, and Supplies). The specific items required are 14 units of Medtronic RDN016 Symplicity Spyral Catheters and one unit of Medtronic RDNG3A G3 Generator with RDN019 Cart, with a 90-day delivery requirement following award. No gray market items are acceptable, and the government has indicated that if no responses are received from authorized distributors, the action will be sole sourced directly to the manufacturer. The RFI responses will be used solely for market research purposes and will not be shared outside the MEDVAMC Purchasing and Contracting Team. While a specific award value is not disclosed in the notice, the procurement represents a one-time purchase of specialized cardiac medical equipment for a major VA medical center.
