About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Network Contracting Office 23, is seeking to procure radiopharmaceutical supplies for its VISN 23 VA sites through a sole-source, firm-fixed price contract. The procurement is intended to be awarded to Cardinal Health, 414 LLC, which has been identified as the only distributor capable of meeting the VA's specific radiopharmaceutical product and delivery requirements. The contract will be awarded under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b), which allows for procurement from only one responsible source. Interested vendors may submit capability statements or proposals to Michael.wicht@va.gov by February 20, 2025, though the government retains sole discretion on whether to conduct a competitive procurement. The evaluation will primarily focus on determining if any other vendor can fully satisfy the VA's specific radiopharmaceutical supply needs.

The contract opportunity is set aside as an 8(a) Sole Source procurement under the North American Industry Classification System (NAICS) code 325412 for Pharmaceutical Preparation Manufacturing and Product Service Code 6515 for Medical and Surgical Instruments and Supplies. Cardinal Health, 414 LLC is the incumbent contractor currently providing radiopharmaceutical services to the VA Healthcare System, with performance centered at the Des Moines VA Medical Center in Iowa. The contract structure will be a Blanket Purchase Agreement (BPA) with a base period and four potential option periods, though specific contract value details are not explicitly stated in the documentation. While the VA understands Cardinal Health to be the only viable vendor, they are technically open to alternative vendors demonstrating equivalent capabilities. The procurement is specifically designed to ensure continuous and reliable radiopharmaceutical supply for veterans served by VISN 23 healthcare facilities.
