About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2, on behalf of James J. Peters VA Medical Center, has issued a Special Notice of Intent to Award a sole source contract to Stryker Sales, LLC DBA Stryker Endoscopy for an endoscopy surgical system. The notice, posted on June 30, 2025, with solicitation number 36C24225Q0799, announces the VA's intention to award a Firm Fixed Price contract for the 1688 Stryker Endoscopic Surgical System. The procurement is classified under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing and PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies. This is not a request for quotes but rather a formal notification of the government's intent to proceed with a sole source acquisition. The system must be compatible with the medical center's existing Stryker equipment and meet specific technical requirements including 1080p and 4K camera compatibility, integrated device control, and near-infrared illumination capabilities.

The purpose of this Special Notice is to satisfy Federal Acquisition Regulation public posting requirements while justifying the sole source approach based on market research that identified only Stryker's system as capable of meeting the VA's mandatory minimum requirements and compatibility needs. Although this is not a competitive solicitation, responsible sources may submit capability statements demonstrating their ability to provide equivalent systems by the deadline of 12:00 PM Eastern Time on July 14, 2025. All capability statements must be submitted to Contracting Officer Lindsay Goldsmith at lindsay.goldsmith@va.gov for government consideration. The procurement includes a comprehensive system with multiple components such as camera control units, surgical displays, light sources, wireless transmitters, laparoscopes, and various accessory equipment. The government reserves sole discretion in determining whether to compete this contract based on any responses received, and the VA prohibits the use of gray market items that fall outside original equipment manufacturer distribution channels.
