About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2, through its Network Contracting Office 2 located in Albany, New York, has issued a Notice of Intent to Sole-Source a contract for medical equipment. The notice announces the VA's intention to award a firm-fixed-price contract to Veterans Healthcare Supply Solutions for the acquisition of Procept BioRobotics AquaBeam Robotic System components. The contract covers four AquaBeam SC2000 Scopes and four ECBP-1 Probes destined for the Syracuse VA Medical Center in Syracuse, New York. The sole-source justification is based on the exclusivity of the authorized vendor and the proprietary nature of the equipment, which has no compatible alternatives available on the market. The solicitation number is 36C24226Q0520, and the procurement falls under NAICS Code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a size standard of 1,250 employees.
The objective of this procurement is to acquire backup scopes and probes for the AquaBeam Robotic System to support Aquablation therapy procedures for treating benign prostatic hyperplasia at the Syracuse VA Medical Center's Urology Services. Interested vendors may submit capability statements by April 20, 2026 at 4:00 PM Eastern Standard Time to Contracting Officer Myra Florisa N. Green at Myra.Green2@va.gov. Submissions must include company name, UEI number, socioeconomic category designation, a one-page description of capability, and a Letter of Supply from the Original Equipment Manufacturer. All prospective contractors must be registered in the System for Award Management (SAM) and preferably hold Service-Disabled Veteran-Owned Small Business (SDVOSB) certification, as the government has indicated Veterans Healthcare Supply Solutions is the sole authorized SDVOSB vendor for these proprietary products. The government retains sole discretion regarding whether to conduct a competitive procurement, and information received will be used solely to make this determination.
Notice text
NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office (NCO) 2, hereby provides notice of its intent to award a sole source, firm-fixed-price contract to Veterans Healthcare Supply Solutions, 2615 Port Industrial Dr. Suite 405, Jacksonville, FL 32226.
The contract will be for Veterans Health Supply Solutions for the acquisition of the Procept BioRobotics Aquabeam Robotic System ECBP-1 Probes (4 ea.) and SC2000 AquaBeam Scopes (4 ea.) for the Syracuse VA Medical Center in Syracuse, New York to be used to perform Aquablation therapy.
Determination of this single source procurement is in accordance with FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements and in conjunction with VAAR 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses. No other supplies or services will satisfy agency requirements as per 41 U.S.C. § 1901 and as implemented by FAR 12.102 (a). It is the Government s belief that the proposed candidate is the only vendor capable of providing the required items, as they are the only authorized SDVOSB vendor to sell the Procept Bio-Robotic products needed for this requirement. The manufacturer has only one authorized seller of their products.
To enhance the treatment of benign prostatic hyperplasia (BPH) at their facility, the Urology Services at the Syracuse VA Medical Center is requesting additional AquaBeam Robotic System Probes and Scopes for Aquablation therapy. These are the backups to be used during the procedures in the operating room. The scopes and probes are part of the proprietary system of the AquaBeam Robot. There are no others on the market that will work with the recently acquired AquaBeam Robotic System.
The North American Industry Classification System (NAICS) code for this procurement is 334510 and the size standard is 1,250 employees.
