About this file
This is a Notice of Intent to Sole-Source contract opportunity. The Department of Veterans Affairs, Network Contracting Office (NCO) 2, intends to award a firm-fixed-price sole-source contract to Veterans Healthcare Supply Solutions (2615 Port Industrial Dr. Suite 405, Jacksonville, FL 32226) for the acquisition of Procept BioRobotics AquaBeam Robotic System equipment. The specific items required are ECBP-1 Probes (4 units) and SC2000 AquaBeam Scopes (4 units) for the Syracuse VA Medical Center in Syracuse, New York. The equipment will be used to perform Aquablation therapy for treating benign prostatic hyperplasia (BPH), serving as backup instruments for operating room procedures. The NAICS code is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a size standard of 1,250 employees.
The government has determined that Veterans Healthcare Supply Solutions is the only responsible source capable of meeting this requirement because they are the sole authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) vendor authorized to sell Procept BioRobotic products, and the manufacturer has designated only one authorized seller. This determination is based on FAR 6.103-1 and VAAR 819.7008. Interested parties may submit capability statements (maximum one page) by April 20, 2026 at 4:00 PM Eastern Time to Contracting Officer Myra Florisa N. Green (Myra.Green2@va.gov). Submissions must include company name, UEI number, socioeconomic category, business description, and a Letter of Supply from the Original Equipment Manufacturer. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award consideration.

DESCRIPTION
NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office (NCO) 2, hereby provides notice of its intent to award a sole source, firm-fixed-price contract to Veterans Healthcare Supply Solutions, 2615 Port Industrial Dr. Suite 405, Jacksonville, FL 32226.
The contract will be for Veterans Health Supply Solutions for the acquisition of the Procept BioRobotics Aquabeam Robotic System ECBP-1 Probes (4 ea.) and SC2000 AquaBeam Scopes (4 ea.) for the Syracuse VA Medical Center in Syracuse, New York to be used to perform Aquablation therapy.
Determination of this single source procurement is in accordance with FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements and in conjunction with VAAR 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses. No other supplies or services will satisfy agency requirements as per 41 U.S.C. § 1901 and as implemented by FAR 12.102 (a). It is the Government’s belief that the proposed candidate is the only vendor capable of providing the required items, as they are the only authorized SDVOSB vendor to sell the Procept Bio-Robotic products needed for this requirement. The manufacturer has only one authorized seller of their products.
To enhance the treatment of benign prostatic hyperplasia (BPH) at their facility, the Urology Services at the Syracuse VA Medical Center is requesting additional AquaBeam Robotic System Probes and Scopes for Aquablation therapy. These are the backups to be used during the procedures in the operating room. The scopes and probes are part of the proprietary system of the AquaBeam Robot. There are no others on the market that will work with the recently acquired AquaBeam Robotic System.
The North American Industry Classification System (NAICS) code for this procurement is 334510 and the size standard is 1,250 employees.
This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Interested vendors that can meet this requirement should identify their interest and capability, and respond to this notice by April 20, 2026 at 4:00PM Eastern Standard Time (EST). Interested vendors must send a capability statement, no more than one page in length; to include Company Name, UEI Number, Socioeconomic Category, and a brief description of your business entity’s capability to provide these items, including a Letter of Supply from the Original Equipment Manufacturer (OEM).
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award.
Interested parties are encouraged to furnish information by email only with “Response to Intent to Sole Source – AquaBeam Robotic System Scopes and Probes” in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer Myra Florisa N. Green at Myra.Green2@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
