About this file

This is a Special Notice announcing the Department of Veterans Affairs' intent to sole source a contract for Procept BioRobotics AquaBeam Robotic System components. The Department intends to award a firm-fixed-price contract to Veterans Healthcare Supply Solutions, located at 2615 Port Industrial Drive, Suite 405, Jacksonville, Florida 32226. The contract covers the acquisition of four (4) AquaBeam Scopes SC2000 and four (4) ECBP-1 Probes for the Syracuse VA Medical Center in Syracuse, New York, to be used for Aquablation therapy to treat benign prostatic hyperplasia (BPH). The sole source justification is based on the fact that Veterans Healthcare Supply Solutions is the only authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) vendor authorized to sell Procept BioRobotics products, and the scopes and probes are proprietary components with no alternative products available in the market that are compatible with the recently acquired AquaBeam Robotic System.

Interested vendors may submit capability statements by April 20, 2026 at 4:00 PM Eastern Standard Time to Contracting Officer Myra Florisa N. Green at Myra.Green2@va.gov. Submissions should include company name, UEI number, socioeconomic category, a one-page description of capability, and a Letter of Supply from the Original Equipment Manufacturer. The Government has indicated that the decision not to compete this requirement is solely within its discretion and information received will be used only to determine whether to conduct a competitive procurement. The Department of Veterans Affairs Network Contracting Office 2 is located in Albany, New York with ZIP code 12203. The solicitation number is 36C24226Q0520, Product Service Code 6515, and NAICS Code 334510 with a size standard of 1,250 employees. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.

DESCRIPTION

NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs, Network Contracting Office (NCO) 2, hereby provides notice of its intent to award a sole source, firm-fixed-price contract to Veterans Healthcare Supply Solutions, 2615 Port Industrial Dr. Suite 405, Jacksonville, FL 32226.

The contract will be for Veterans Health Supply Solutions for the acquisition of the Procept BioRobotics Aquabeam Robotic System SC2000 AquaBeam Scopes (4 ea.) and ECBP-1 Probes (4 ea.) for the Syracuse VA Medical Center in Syracuse, New York to be used to perform Aquablation therapy.

Determination of this single source procurement is in accordance with FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements and in conjunction with VAAR 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses. No other supplies or services will satisfy agency requirements as per 41 U.S.C. § 1901 and as implemented by FAR 12.102 (a). It is the Government’s belief that the proposed candidate is the only vendor capable of providing the required items, as they are the only authorized SDVOSB vendor to sell the Procept Bio-Robotic products needed for this requirement. The manufacturer has only one authorized seller of their products.

To enhance the treatment of benign prostatic hyperplasia (BPH) at their facility, the Urology Services at the Syracuse VA Medical Center is requesting additional AquaBeam Robotic System Probes and Scopes for Aquablation therapy. These are the backups to be used during the procedures in the operating room. The scopes and probes are part of the proprietary system of the AquaBeam Robot. There are no others on the market that will work with the recently acquired AquaBeam Robotic System.

The North American Industry Classification System (NAICS) code for this procurement is 334510 and the size standard is 1,250 employees.

This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Interested vendors that can meet this requirement should identify their interest and capability, and respond to this notice by April 20, 2026 at 4:00PM Eastern Standard Time (EST). Interested vendors must send a capability statement, no more than one page in length; to include Company Name, UEI Number, Socioeconomic Category, and a brief description of your business entity’s capability to provide these items, including a Letter of Supply from the Original Equipment Manufacturer (OEM).

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award.

Interested parties are encouraged to furnish information by email only with “Response to Intent to Sole Source – AquaBeam Robotic System Scopes and Probes” in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer Myra Florisa N. Green at Myra.Green2@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
