About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 has issued a Special Notice indicating their intent to conduct a sole-source procurement for an IVX Workflow Management System. The procurement, designated as 36C25025Q0742, is specifically for the Louis Stokes Cleveland VA Medical Center located in Cleveland, Ohio. The VA intends to negotiate exclusively with Omnicell, Inc., citing authority under FAR 6.302-1(a)(2) which allows for sole-source awards when only one responsible source can satisfy agency requirements. This notice serves as a formal announcement of the government's intention to bypass competitive bidding procedures. The procurement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies.

The primary objective of this procurement is to expand the existing IVX Workflow system to the Kent Imaging and Infusion Center to enhance IV compounding safety and accuracy processes. The VA justifies the sole-source approach by emphasizing that Omnicell holds proprietary rights as the original equipment manufacturer and that compatibility with existing hardware and software is essential for system functionality. Interested parties have until July 31, 2025, at 5:00 PM EST to submit capabilities information demonstrating their ability to meet the requirements, though the government reserves discretion to proceed with sole-source procurement regardless of responses received. All inquiries must be submitted via email to Don Caldwell at don.caldwell@va.gov with the subject line "RFI 36C25025Q0742 Omnicell IVX Workflow Management System." The VA emphasizes that third-party vendors cannot access OEM parts and that using alternative components could compromise system integrity. No solicitation document is currently available, and all information must be provided at no cost to the government.
