About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 has published a Special Notice announcing its intent to award a sole-source contract to Franklin Young International, Inc. for an IVIS Spectrum CT 2 Imaging System and associated equipment. The procurement is intended for the TVHS VA Medical Center in Nashville, Tennessee, and will support VA-related research activities. The contract will be awarded as a firm-fixed price arrangement under Federal Acquisition Regulation provisions for sole-source procurements. The specialized imaging system combines spectral unmixing, 2D and 3D quantitative bioluminescence and fluorescence imaging with low-dose microCT capabilities. The system includes multiple excitation and emission filters and can simultaneously image up to 10 mice while providing anatomical context through integrated CT functionality.

The primary objective of this procurement is to acquire specialized research equipment that Franklin Young International is uniquely positioned to provide, including delivery, installation, training, and warranty services for the imaging system and its components. Interested parties had until August 27, 2025, at 1:00 PM Central Time to submit capability statements to Contracting Officer John McComas, though the VA reserved the right to proceed with the sole-source award regardless of other submissions. The contract period of performance runs from September 30, 2025, to September 29, 2026, and falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. The procurement includes not only the main IVIS Spectrum CT 2 Imaging System but also a high throughput kit, rodent anesthesia systems, field training, installation services, and an extended warranty. The justification for sole-source award is based on Franklin Young International being the only vendor capable of fully performing all required services for this specialized equipment throughout the contract duration.
