About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 has issued a Special Notice announcing its intent to sole source Altrix Warming/Cooling Blankets directly to Stryker Corp located in Portage, Michigan. The procurement specifically targets medical cooling blankets for the Altrix system, with Stryker Corp identified as the exclusive provider due to proprietary equipment restrictions. The notice indicates that Stryker Corp does not authorize third-party vendors to service their equipment, and engaging unauthorized vendors would void system warranties and guarantees. This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 6.302-1 and 8.405-6(a)(1)(i)(c), which allow for solicitation from a single source. The procurement falls under NAICS code 339112 with a size standard of 1,000 employees.

The primary objective of this Special Notice is to inform potential contractors about the intended sole source award and provide an opportunity for interested parties to demonstrate competitive capabilities. Contractors have until 1:00 PM CST on May 14, 2025, to submit responses to george.cochran@va.gov, highlighting their potential to provide advantageous competition. While the government is accepting responses, it retains full discretion in determining whether to compete the procurement. Respondents must provide clear and convincing evidence that competition would benefit the government, though the notice explicitly states this is not a formal competitive solicitation. The government reserves the right to use any non-proprietary technical information submitted and is not obligated to acknowledge receipt of responses or provide feedback. Interested parties should ensure their submissions are comprehensive and sufficiently detailed to demonstrate qualifications. After reviewing responses, the government may potentially publish a pre-solicitation synopsis and solicitation through Federal Business Opportunities.
