852.212-71 Gray Market and Counterfeit Items.
No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory.
No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarkiet manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics.
Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

Handheld Tonometers for Central Iowa VA Health Care System
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures).
This announcement constitutes the only solicitation, quotes are being requested.
Solicitation number 36C26323Q0742 is issued as a request for quotes (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02.
This procurement is a total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov).
Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 339112 with a size standard of 1000 employees.
A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation.
The VA anticipates one firm fixed price contract award to provide supplies to Central Iowa VA Health Care System, 3600 30th St. Des Moines, IA 50310.
The period of performance is 08-16-2023 to 09-30-2023.
FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document.
