About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 8 South Contracting Team, is conducting market research to identify Service-Disabled Veteran Owned Small Businesses capable of providing Home Oxygen Services for VA beneficiaries in the Miami VA Healthcare System's catchment areas of Broward, Dade, and Monroe Counties. The procurement seeks a contractor to deliver, set up, install, and manage home oxygen services, including portable cylinders, regulators, and oxygen carriers for patients treated at the Miami VA Medical Center and its Community Based Outpatient Centers. Key contract requirements include performing home safety assessments, scheduling maintenance visits, and providing patient instruction, with a critical one-business-day delivery requirement for portable oxygen cylinders. Interested businesses must submit a detailed capability statement addressing home oxygen delivery for thousands of patients across a multi-state area by March 28, 2025, at 4:00 PM Eastern Time. The evaluation will focus on the firm's technical experience, performance history, and ability to meet the comprehensive service requirements.

The procurement is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS code 532283 with a size standard of $41.0 million. The contract will have a base period of twelve months with four twelve-month option periods, allowing for potential long-term engagement. While no specific award value is mentioned, the scope suggests a significant service requirement covering multiple counties and potentially serving thousands of patients. The contractor must be prepared to service patients not only in the specified Florida counties but also potentially in bordering state catchment areas. Contractors will be required to demonstrate their capability to manage complex home oxygen service delivery, including equipment management, patient safety assessments, and responsive service protocols that meet the VA's stringent healthcare delivery standards.
