About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 10, issued a Special Notice of Intent to Sole Source on January 21, 2026, for the procurement of V-Sign Sensors to be used at the John D. Dingell VA Medical Center Sleep Laboratory in Detroit, Michigan. This notice announces the VA's intention to award a firm-fixed-price purchase order to Sentec AG without competitive bidding under FAR Part 12.102. The V-Sign Sensor (Part Number 101342 VS-A/P/N) is a non-invasive patient monitoring device that measures transcutaneous carbon dioxide and oxygen saturation for diagnosing and managing sleep-disordered breathing and respiratory insufficiency. The procurement is classified under NAICS code 334510 (Medical Instrument Manufacturing) and Product Service Code 6515 (Medical and Surgical Instruments, Equipment, and Supplies). The VA contends that only Sentec AG possesses the technical capability to provide compatible sensors for the existing Sentec Transcutaneous TcCO2 Monitoring System currently operational in the facility.

The objective of this sole source procurement is to obtain replacement V-Sign Sensors that are fully compatible with the VA's existing Sentec monitoring equipment, including integration with the Polysmith system and customized configurations. The VA asserts that no alternative manufacturer produces a technically compatible or validated sensor, and switching to another system would necessitate complete equipment replacement with significant costs, operational disruption, and potential patient care risks. Interested parties must submit clear and convincing evidence by the January 27, 2026 deadline at 5:00 PM EST demonstrating that competition would be advantageous to the Government to challenge the sole source determination. The primary point of contact is Contract Specialist Ghazal Jones at ghazal.Jones@va.gov or 734-845-5372, while the Contracting Officer is Kellie Konopinski at 734-222-4330. While this notice is not a competitive solicitation, it provides an opportunity for vendors to present evidence supporting competitive procurement if they believe they can meet the requirement.

Notice text

Notice of Intent to Sole Source Requirement

The Department of Veterans Affairs (VA), VA Healthcare System, Network Contracting Office (NCO) 10, intends to negotiate a sole source order under FAR Part 12, specifically FAR 12.102 Restricting competition.

LOCATION: John D. Dingell VA Medical Center Sleep Laboratory 4646 John R Street Detroit, MI 48201.

The VA Medical Center requires the procurement of V-Sign Sensors for use with the Sentec Transcutaneous TcCO Monitoring System currently in operation within the Sleep Lab. The purchase will include the following item:

V-Sign Sensor

Part Number: 101342 VS-A/P/N

The V-Sign Sensor is a non-invasive patient sensor used to continuously measure transcutaneous carbon dioxide (TcCO ) and oxygen saturation. This monitoring capability is essential for diagnosing and managing patients with sleep-disordered breathing and respiratory insufficiency.

The Sentec V-Sign Sensor is a proprietary component manufactured exclusively for use with the Sentec TcCO monitoring system. The sensor is fully compatible with the VA s existing equipment, including integration with the Polysmith system, pre-loaded adult modes, and customized display configurations. No other manufacturer produces a sensor that is technically compatible or validated for use with the Sentec TcCO monitor.

Use of an alternative sensor would require replacement of the entire monitoring system, resulting in unnecessary cost, operational disruption, and potential risk to patient care.

The associated NAICS code for this procurement is 334510. The vendor will be Sentec AG, 40 Albion Road, Suite 100, Lincoln, RI 02865.

A firm-fixed-price purchase order is anticipated. It is the Government s belief that only the proposed source possesses the required capabilities to successfully meet this requirement. It is the Government s intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 PM EST on Tuesday, January 27, 2026.
