About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 2 Albany VAMC has issued Special Notice 6515 announcing its intent to award a sole source contract for a Cystoscopy Resection Set and Olympus ST-CR2 Resection Tray to Olympus America, Inc. This is a notice of intent to award and is not a request for quotes. The procurement is for specialized urologic surgical equipment estimated at $34,791. The rigid cystoscope and resectoscope assembly system enables surgeons to visualize and access the bladder and lower urinary tract for diagnostic and therapeutic procedures including transurethral resection of bladder tumors, prostate resection, biopsies, and tissue coagulation. The equipment operates through a combination of optical imaging, fluid irrigation, and electrosurgical energy delivery under direct visualization.
The VA's objective in issuing this sole source notice is to procure equipment that is uniquely compatible with the medical center's existing standardized Olympus urologic endoscopy platform, which includes video towers, cameras, processors, and light sources. Interested parties have until December 26, 2025 at 4:00 PM Eastern Time to respond; however, this is a notice of intent to sole source and not an open competitive solicitation. The justification for sole sourcing cites extensive market research across GSA, SBA, ADDS UP, and FPDS databases confirming that no alternative manufacturers can provide compatible equipment due to Olympus's proprietary optical focal lengths, scope-to-sheath alignment features, locking mechanisms, and OEM-validated sterilization tray layouts. Using non-Olympus products would violate medical safety standards and breach manufacturer Instructions for Use, making Olympus the only viable source for these specialized instruments.

The cystoscopy resection set operates by allowing the surgeon to visualize and access the bladder and lower urinary tract using a rigid cystoscope and resectoscope assembly. The system combines optical imaging, fluid irrigation, and electrosurgical energy delivery to perform diagnostic and therapeutic urologic procedures such as transurethral resection of bladder tumors (TURBT), transurethral resection of the prostate (TURP), biopsy, coagulation, and removal of lesions or foreign bodies. The rigid cystoscope provides direct visualization through an optical telescope connected to the facility s camera system and video tower. Continuous irrigation flows through the resectoscope sheath to maintain a clear field of view during surgery.
A working element within the resectoscope advances and retracts an electrosurgical cutting or coagulation electrode. The surgeon activates the electrode using an electrosurgical generator to precisely resect or coagulate tissue under direct visualization. The mechanical movement of the working element, combined with the stability of the resectoscope sheath, allows for controlled tissue removal while minimizing trauma.
The ST-CR2 resection tray supports safe operation by ensuring proper protection, organization, and validated sterilization of all components. The tray maintains instrument alignment, spacing, and immobilization during reprocessing cycles, preserving optical accuracy, electrosurgical performance, and mechanical functionality. The tray s design ensures compatibility with Olympus resection instruments and compliance with OEM reprocessing Instructions for Use (IFUs). All OEM components necessary to perform rigid cystoscopy and transurethral resection procedures.
These items ensure full compatibility with the facility s existing endoscopic platform.
