About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center is conducting a Sources Sought/Request for Information to identify potential vendors capable of providing Clitoral Therapy Devices (CTD) and accessories for in-home use by veterans receiving care at VA medical facilities. This enterprise-wide procurement seeks commercial off-the-shelf battery-operated, FDA-approved devices designed to treat female sexual dysfunction, classified under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing. The minimum technical requirements include a hand-held device with single dial and vacuum port, 46 reusable silicone clitoral cups, extenders, AAA batteries, water-soluble gel, bilingual instruction materials, video instructions, and a one-year warranty with toll-free customer support staffed eight hours daily Monday through Friday. Vendors must submit capability statements detailing their business size and certifications, existing schedule contracts, device kit descriptions, and historical contracts related to this requirement. The most recent solicitation number 36C10G25Q0111 requires responses by 12:30 PM Eastern Time on August 18, 2025, to be submitted via email to Contract Specialist Shemika Wray.
This procurement does not utilize any set-aside designations and is open to all qualified vendors regardless of business size, though the RFI specifically requests information about small business certifications including veteran-owned, women-owned, HUBZone, and 8(a) designations. No incumbent contractors or current suppliers are identified in the documentation, suggesting this may be a new requirement or the VA is exploring alternative sourcing options. The solicitation does not specify award values, budget ranges, or quantities beyond the technical requirements for individual device kits, indicating this is purely an information-gathering exercise at this stage. Replacement parts availability is a critical requirement, with vendors needing to supply 21 reusable silicone clitoral cup packages and 2-pack extender packages as medically necessary for proper device functioning. The timeline spans from the initial January 2024 posting through the August 2025 response deadline, suggesting a lengthy market research and procurement planning process for this specialized medical device requirement.
