About this file
This is a Sources Sought Notice (SSN) issued by the Department of Veterans Affairs Network Contracting Office 22 seeking qualified vendors to provide BCMA Barcode Scanners for the VA Phoenix Healthcare System. The notice is not a solicitation and does not constitute a binding contract; rather, it is intended for market research purposes to identify potential sources and understand industry capabilities prior to formal procurement. Responses are due by November 16, 2026, at 7:00 AM Pacific Time and will be archived 60 days after the response date. The product falls under NAICS code 334118 with a size standard of 1,000 employees and Product Service Code 6515. The place of performance is the Carl T. Hayden Medical Center in Phoenix, Arizona.
The contracting officer, Anthony Dela Cruz, requests that interested vendors submit capabilities statements demonstrating how their organizations can meet draft salient characteristics and Statement of Work requirements. Vendors must confirm they are either manufacturers, authorized distributors, or authorized resellers of BCMA Barcode Scanners, verified through OEM authorization letters; gray market items are not acceptable. The notice indicates that if market research establishes reasonable expectation that two or more Veteran-owned businesses or small business concerns can fulfill the requirement, the Government may set aside the acquisition accordingly. Vendors should address their business size classification, compliance with limitations on subcontracting, Non-Manufacturer Rule applicability, Buy American Act conformance, and existing Federal Supply Schedule or government contract status. General pricing information is encouraged for market research purposes only and will not be used for award evaluation. A formal solicitation will be published on SAM.gov or eBuy.gsa.gov at a later date.
