About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 1 New England issued a sole-source Special Notice on August 12, 2026 announcing a firm-fixed-price order to ScriptPro USA, Inc. for pharmacy automation equipment and OEM-exclusive upgrades at VA Togus Healthcare System; the response deadline is August 18, 2026 at 12:00 PM Eastern Time. The procurement replaces end-of-life robotic dispensing equipment and implements proprietary upgrades including GEN9 enhancements, WMS 2.0, server and firmware transitions, Datapoint components, and configuration services required for VISTA-integrated pharmacy operations. Market research confirms ScriptPro holds exclusive proprietary rights to its system architecture, robotic mechanisms, software, firmware, and OEM-only installation and upgrade pathways; no other manufacturer or authorized distributor can perform OEM-exclusive services or provide compatible equipment. The sole-source justification rests on items peculiar to one manufacturer under FAR 8.405-6(a)(1)(i) and limited-sources authority; a full Limited-Sources Justification will be posted after award. Pricing aligns to ScriptPro's VA Federal Supply Schedule price list under FSS Contract 36F79719D0135. Although this is not a request for quotations, parties believing they meet all requirements may submit capability statements by the deadline demonstrating OEM authorization from ScriptPro and ability to perform proprietary upgrades and configurations. Place of performance is VA Togus Healthcare System. Point of contact: Jerry Choinski, Contract Specialist, jerry.choinski@va.gov, 203-932-5711.
