About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically the Lebanon VA Medical Center, is seeking potential vendors for Abbott 5 GHz i-STAT Wireless Analyzers and Abbott i-STAT rechargeable power packs. This pre-solicitation notice is a source sought request designed to identify qualified vendors capable of supplying these specialized medical devices, with a targeted delivery in June 2025. Interested vendors must have an active registration in the System for Award Management (SAM) database and submit a comprehensive response by April 18, 2025, at 4:30 pm EST. The response must include detailed company information such as name, address, point of contact, phone number, email, Unique Entity ID, CAGE Code, and Tax ID Number. Vendors are required to provide a capability statement, relevant literature demonstrating their ability to supply the items, and a Letter of Authorization from the Original Equipment Manufacturer (OEM) along with a product brochure/specification sheet.

The procurement has a strong preference for service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB) that are verified by the Small Business Administration. While there is no specific set-aside designation, the VA will prioritize small businesses under the North American Industrial Classification Code (NAICS) 339112, with a particular emphasis on veterans-owned businesses. Vendors will be evaluated based on their ability to meet the specific brand requirements for Abbott equipment, their small business status, and their capacity to deliver the analyzers within the 30-day window. The solicitation does not specify a precise award value or budget range, but requires vendors to demonstrate their capability to provide the medical instruments to the Lebanon VA Medical Center located at 1700 South Lincoln Avenue in Lebanon, Pennsylvania. All questions and submissions should be directed to Nathan Lohr, the Contract Specialist, via email at nathan.lohr@va.gov.
