About this opportunity
The Department of Veterans Affairs (VA) VISN 22 Long Beach Network Contracting Office has issued a Request for Information (RFI) seeking sources capable of providing a Cell Counter for the VA Greater Los Angeles Healthcare System. The procurement specifically targets a Life Technologies Corporation Countess 3 FL Automated Cell Counter along with two EVOS Light Cubes (GFP 2.0 and Texas Red 2.0) under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees. The equipment must meet 30 detailed technical specifications including 9x9x5.5 inch dimensions, 5-megapixel camera, brightfield and fluorescence detection capabilities, automated cell counting with neural network-based machine learning, and compatibility with EVOS microscope models for cell culture and analysis workflows. Interested companies must submit capabilities statements addressing how they meet each requirement, their business size status, manufacturing or distribution capabilities, compliance with federal contracting rules, and pricing information. The RFI evaluation will focus on technical capabilities, business classifications, and ability to provide the specified equipment. All responses must be submitted via email to Emiljan.Golemi@va.gov by Wednesday, July 23, 2025, at 4:00 PM PST.
This pre-solicitation notice does not designate any set-aside preferences and is open to all qualified businesses regardless of size, though it specifically seeks information about Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), and large business classifications. No current contractors or incumbents are identified in the notice, and no specific award values or budget ranges are disclosed, though general pricing information is encouraged for market research purposes. The procurement appears to be for a single automated cell counter system with associated light cubes rather than multiple units, and no specific service timeline is mentioned beyond the standard one-year warranty requirement. The RFI emphasizes that responses will be used solely for planning purposes and market research, with the possibility of future solicitations or announcements based on the information received. Companies are also asked to provide lead times for delivery and specify any existing Federal Supply Schedule contracts or other government contract vehicles they may hold.
