About this opportunity

The Department of Veterans Affairs (VA), Veterans Integrated Service Network 22 Long Beach Network Contracting Office, is conducting a Sources Sought/Request for Information (RFI) to identify potential sources for a Biofeedback Machine for the VA Loma Linda Healthcare System. The procurement specifically seeks a Mind Media USA NeXus 10 MKII multimodal data acquisition system capable of measuring brain activity, muscle activity, heart rate, blood volume pulse, respiration, temperature, and skin conductance with Bluetooth wireless communication capabilities. Key requirements include compatibility with existing Biotrace+ software, medical grade CE class 1 certification, ISO 13485 compliance, and high-quality signal measurement with 8.192 Hz and 24-bit resolution. The government is requesting detailed responses including capabilities statements, business size status, manufacturer/distributor information, compliance documentation, lead times, FDA clearance details, and general pricing information. All responses must be submitted via email to Emiljan.Golemi@va.gov by Thursday, September 4, 2025, at 4:00 PM PST.

This opportunity operates under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees and carries no set-aside designation, making it open to all business sizes. The RFI specifically identifies Mind Media USA as the manufacturer of the target equipment, including specific part numbers for the Battery Pack NeXus-10 MKII (71-0002-0006), laptop (NX-WS-LAPTOP), and Respiration Sensor (80-0102-0001). While the document does not specify award values or budget ranges, it emphasizes that this is purely a market research effort for information and planning purposes only, not a formal solicitation. The government has made clear that responses will be used to make appropriate acquisition decisions and may lead to future RFIs or formal solicitations. This appears to be for a single biofeedback machine system rather than multiple units, though the exact quantity is not explicitly stated in the available documentation.
