About this opportunity

The Department of Veterans Affairs, VISN 22 Long Beach Network Contracting Office is conducting market research through this Request for Information (RFI) to identify potential sources capable of providing a Plethysmograph system for the VA Albuquerque Healthcare System. The specific requirement is for an MGC Diagnostics 726 Liter Plethysmograph Chamber (Part Number 830008-902) with comprehensive pulmonary function testing capabilities including spirometry, thoracic gas volumes, airways resistance, nitrogen washout, and real-time diffusion capacity. The system must meet five critical salient characteristics: perform spirometry testing to American Thoracic Society standards, store calibration records for at least 30 days, display real-time flow-volume and volume-timed curves, measure volumes of at least 8 liters, and store at least 8 acceptable maneuvers per testing session. Interested vendors must submit detailed responses including capabilities statements, business size classification relative to NAICS 339112, FDA clearances, federal contract experience, and pricing information. The response deadline is September 2, 2025, at 4:00 PM PST, with submissions required via email to the contracting specialist.

This opportunity does not include any set-aside designations and is open to all qualified sources under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees. The RFI specifically references MGC Diagnostics as the manufacturer for the required equipment, suggesting this may be a brand name or sole source requirement. While no specific contract value is mentioned in this market research phase, the comprehensive system includes expensive medical equipment such as the plethysmograph chamber, BreezeSuite software, Windows computer, calibration equipment, and various accessories. The procurement appears to be for a single unit installation at the VA Albuquerque Healthcare System, with vendors required to provide delivery lead times and installation capabilities as part of their response. This RFI is being conducted solely for information and planning purposes, with the government reserving the right to issue future solicitations based on the market research findings.
