About this opportunity

The Department of Veterans Affairs Network Contracting Office 23 has published a Notice of Intent regarding a proposed sole source contract for radiopharmaceuticals to support the VA Black Hills Health Care System. The notice announces the VA's intent to award a firm-fixed price contract to Pharmalogic Holdings Corp. under the authority that only one responsible source exists to satisfy the agency's requirements. This is classified under NAICS code 325412 (Pharmaceutical Preparation Manufacturing) and product service code 6505 (Drugs and Biologicals). The contract covers various radiopharmaceutical products required for nuclear medicine diagnostic imaging services, with an estimated total value of approximately $1.08 million over a potential five-year period from October 2025 to September 2030.

The primary purpose of this notice is to inform the market of the VA's sole source procurement strategy while providing an opportunity for other vendors to demonstrate alternative capabilities. Interested contractors have until September 5, 2025, at 12:00 PM Central Time to submit capability statements demonstrating their ability to meet the specialized requirements. Key requirements include the ability to deliver radiopharmaceuticals by 7:00 AM Monday through Friday following order placement, USP Chapter 797 certification, Nuclear Regulatory Commission licensing, and compliance with stringent quality control standards. Vendors must provide comprehensive documentation including organization details, capability statements, delivery confirmations, manufacturer agreements, Buy American Act certification, and Nonmanufacturer Rule compliance. The government retains sole discretion to determine whether to proceed with the sole source award based on any responses received, though this notice does not constitute a formal solicitation for competitive quotes.
