About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA VHA) is seeking to procure 11,752 bottles of 240ML Artificial Saliva Oral Spray with NDC number 50930-0098-08 for distribution across multiple Consolidated Mail Outpatient Pharmacy (CMOP) locations including Chelmsford, Tucson, Dallas, Murfreesboro, Hines, and Charleston. The solicitation (36C77025Q0243) requires vendors to submit detailed documentation including a State Wholesale Distributor License, OEM Authorized Distributors Letter, Buy American Certificate, and a completed pricing spreadsheet. Vendors must comply with Drug Supply Chain Security Act requirements and ensure product expiration dates are at least 12 months from delivery. The VA will evaluate potential contractors based on technical capability, delivery performance, and past performance. The solicitation was issued on 05-19-2025, with quotes due by 05-22-2025 at 11:00 CDT, and requires vendors to be registered in SAM.gov.

The procurement is initially set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and is limited to vendors certified in the SBA certification database. While no specific award value is explicitly stated, the total quantity of 11,752 bottles suggests a substantial procurement across multiple VA medical centers. Vendors must provide bar-coded packaging and meet specific pharmaceutical distribution standards, with strict requirements preventing gray market products by mandating direct manufacturer authorization. The goods will be delivered to multiple CMOP locations across different U.S. regions, indicating a nationwide distribution strategy. Vendors must ensure their products are compatible with existing VA medical equipment and meet the agency's standardization requirements, with all submission costs being the responsibility of the contractor.
