About this opportunity

The Department of Veterans Affairs' Veterans Health Administration, Veterans Integrated Service Network 10, has published a Special Notice announcing its intent to award a sole source contract for blood, blood products, and reference laboratory testing services. The procurement is specifically for the John D. Dingell VA Medical Center located in Detroit, Michigan, and the VA intends to award this contract exclusively to The American National Red Cross. This is a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a total estimated value of up to $2.5 million, covering the period from October 1, 2025, through September 30, 2030. The contract falls under NAICS code 621991 (Blood and Organ Banks) with a business size standard of $40.0 million. The services must be provided on a continuous basis, 24 hours a day, 7 days a week, 365 days a year.

The primary purpose of this Special Notice is to inform the contracting community of the VA's intention to proceed with a sole source award while providing an opportunity for other potential vendors to demonstrate their capabilities. The VA's market research identified only two potential providers in the Detroit service area: The American National Red Cross and Versiti Michigan, Inc., with Versiti having already indicated they cannot accept new customers. Critical requirements include the ability to deliver blood products within one hour of notification and the capability to redistribute blood between local hospitals for cost reduction purposes. Interested parties may submit capability statements to Contracting Officer Jeffrey Rozema by 5:00 PM Eastern Time on July 21, 2025, and must provide clear evidence of potential competitive advantage to challenge the sole source determination. The contractor must demonstrate the ability to meet all specified requirements including specialized typing, testing capabilities, and the demanding delivery timeframes necessary to support veteran patient care.
