About this file
This Special Notice details the Department of Veterans Affairs' intent to sole source a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for blood, blood products, and reference laboratory testing services. The contract will be awarded to The American National Red Cross for the John D. Dingell VA Medical Center in Detroit, Michigan, with a total estimated value of $2.5M, covering the period from October 1, 2025, through September 30, 2030.
The procurement requires a vendor capable of providing blood and blood products on an as-needed, 24/7/365 basis, with the ability to deliver blood requirements within one hour of notification. Market research identified two potential providers (The American National Red Cross and Versiti Michigan, Inc.), but Versiti has indicated they cannot take on new customers. The VA believes The American National Red Cross is the only vendor meeting all requirements, including the ability to redistribute blood between local hospitals for cost reduction. Interested parties may submit capability statements to the Contracting Officer, Jeffrey Rozema, by 5:00 PM Eastern Time on July 21, 2025, with clear evidence of potential competitive advantage.

DESCRIPTION
INTENT TO SOLE SOURCE
The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for blood, blood products, and reference laboratory testing for the John D. The contract period of performance is anticipated to be October 1, 2025, through September 30, 2030. The total estimated contract value for all five years is anticipated to be up to $2.5M. Previous procurement history and current market research show there are two potential providers of blood, blood products, and reference laboratory testing services in the service area of the John D. Dingell VA Medical Center – The American National Red Cross and Versiti Michigan, Inc. Versiti Michigan, Inc. has already communicated they are not able to currently take on any new customers. Contractors also must be able to provide blood requirements within one hour of notification of need except for blood and blood products requiring specialized typing or testing.
