About this opportunity

The Department of Veterans Affairs, Network Contracting Office 09, issued a notice of intent to sole source a purchase order for operating room access controls to Cynergy Professional Systems, an SDVOSB authorized distributor of Johnson Controls products, with a response deadline of July 13, 2026 at 11:00 AM EST. The requirement calls for Personal Identity Verification (PIV) readers compliant with federal standards. Cynergy currently maintains and supports the existing Johnson Controls access control system infrastructure; awarding to the same source ensures compatibility, minimizes system risk, avoids duplicate maintenance agreements, and reduces lifecycle costs. Interested parties may submit written responses demonstrating capability, interest, and authorization as a manufacturer distributor to Carmen Hanczyk at Carmen.Hanczyk@va.gov within seven calendar days of publication. The Government will use responses solely to determine whether to conduct a competitive procurement; this notice is not a request for competitive quotes. All prospective contractors must be registered in SAM and provide current authorized distributor letters. NAICS 561621, PSC 6350, SBA size standard $34 million.

The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source purchase order to Cynergy Professional Systems an SDVOSB that is an authorized distributor of Johnson Controls products and can provide Personal Identity Verification (PIV) readers that comply with all applicable federal standards. Cynergy is the current contractor providing maintenance and support for the existing Johnson Controls access control system infrastructure. Awarding this requirement to the same source will ensure compatibility with the existing equipment and enable the newly installed PIV readers to be seamlessly integrated into the current access control system and maintenance program. This approach minimizes system compatibility risks, avoids duplication of maintenance agreements, eliminates the need for an additional maintenance contract, and reduces overall lifecycle costs. Procuring compatible PIV readers through the existing maintenance and support framework will ensure uninterrupted system performance, simplify maintenance, and provide a cost-effective solution for the Government.
