About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 6 has issued a Special Notice announcing their intent to sole source a Philips Full System Uninterruptible Power Supply (UPS) for the Salem Medical Center in Hampton, Virginia. This procurement is valued at $46,200.00 and operates under the Simplified Acquisition Threshold guidelines per Federal Acquisition Regulation 13.106-1. The notice serves as a single source justification for acquiring a Philips-branded UPS system that will provide 20 minutes of battery backup power for existing Philips Imaging Systems during power outages. The contracting activity is managed by the Department of Veterans Affairs Network Contracting Office 6, with John P. Harmsen serving as the contract specialist. The acquisition is classified under NAICS code 335999 for electrical equipment manufacturing and PSC code 6130 for electrical converters.

The sole source justification is based on the critical requirement for system compatibility, as the UPS must integrate with existing Philips imaging equipment and only Philips-branded units are certified to work with their systems. Market research conducted by the VA confirmed no alternative federal sources were available, and consultation with Terry Allen, Philips District Service Manager for Virginia, verified the sole source status of this equipment. The procurement is part of an ongoing construction project that has already been designed to accommodate the specific Philips power system requirements. Interested parties have until June 20, 2025, at 10:00 AM Eastern Time to respond to solicitation number 36C24625Q0826. The justification emphasizes that while other UPS vendors exist in the market, Philips will not install non-Philips equipment as it would not meet their system requirements or provide proper functionality. This acquisition ensures uninterrupted medical imaging services at the Salem Medical Center through reliable power backup integration.
