About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting chemical analysis testing services for nine individually sealed and labeled poly bags containing material chips. The contractor must perform quantitative chemical analysis using Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) or an equivalent industry-accepted method in accordance with ASTM B61-08 standards for steam or valve bronze castings for alloy UNS C92200. Award will be made to the responsible quoter providing the most advantageous quotation based on technical capability and price, with technical acceptability evaluated as either acceptable (meeting all requirements) or unacceptable (not meeting requirements), with unacceptable quotes eliminated from consideration. Price will be evaluated for reasonableness, and the Government reserves the right to award on best value rather than lowest price. Quotations must be submitted by email to the designated NNSY contacts by March 4, 2026, at 8:00 AM EST, with questions due by March 3, 2026, at 12:00 PM EST, and all quotations must remain firm for 60 days.
This is an unrestricted solicitation with no set-aside designation, classified under NAICS 541380 (Testing Laboratories and Services). The contract is a firm fixed-price arrangement for one job with a performance period from March 1, 2026, through February 28, 2027. All work shall be performed at the contractor's facility with no travel to NNSY required, and the contractor is not required to return government-furnished material upon completion of testing. The contractor must deliver a formal Certificate of Analysis or Test Report detailing full quantitative results for each of the nine material samples electronically upon completion.
