About this opportunity

The National Oceanic and Atmospheric Administration seeks 6,000 gallons of Dyed Ultra Low Sulfur Diesel, with quotes due July 1, 2026. The procurement is a Total Small Business Set-Aside restricted to firms meeting the NAICS 221112 size standard of 950 employees.

Delivery is required within 30 days of award to NCEP Central OPS at 5830 University Research Court, College Park, Maryland 20740. Amendment 1, effective June 22, 2026, clarifies that all fuel must be delivered in a single trip to three above-ground generator tanks with a combined maximum capacity of 8,100 gallons. Delivery access is limited to 8 a.m. to 3 p.m., Monday through Friday, excluding federal holidays. Drivers must identify themselves upon arrival and reference Doug Fenderson as the facility point of contact.

This is a firm fixed-price purchase order using FAR Part 12 commercial item procedures. The Government intends to award to the lowest priced, technically acceptable quoter without negotiation under Lowest Price, Technically Acceptable (LPTA) evaluation. Technical factors are pass/fail: ability to provide and sell Dyed Ultra Low Sulfur Diesel, and ability to meet delivery requirements. Quoters must submit a signed SF 1449, pricing via the mandatory Excel spreadsheet, and a PDF technical quote addressing the two technical factors. Active SAM registration is required for award eligibility. Payment will be made electronically through the Invoice Processing Platform System in accordance with the Prompt Payment Act. Submit quotes via email to Contracting Officer Vicki Keen (vicki.keen@noaa.gov) and Contract Specialist Taylor Abrassart (taylor.abrassart@noaa.gov).
