About this opportunity

The Department of the Navy Military Sealift Command solicited a 110-day tanker time charter under RFP N3220526R6083, with an original offer due date of May 7, 2026; this RFP was canceled effective June 3, 2026 via Amendment 0002.

The solicitation sought one clean, Jones Act-compliant Articulated Tug and Barge (ATB), Integrated Tug and Barge (ITB), or Non-connected Tug and Barge equipped with an Inert Gas System and Segregated Ballast Tanks, capable of carrying a minimum of 150,000 barrels of clean product (JP5/F76/JAA). Place of performance was the U.S. West Coast, with delivery at Selby, California and redelivery at Puget Sound, Washington. The charter period was approximately 60 days, with laydays commencing May 27, 2026 and cancelling May 29, 2026.

Vessel specifications included a maximum length overall of 201 meters, maximum deadweight of 50,000 MT, maximum beam of 32.3 meters, and maximum manifold height of 13 meters when laden. The vessel was required to maintain a minimum speed of advance of 9–10 knots in moderate weather while laden and demonstrate capability to load 150,000 barrels at a laden draft not exceeding 9.4 meters. Documentation requirements included current SIRE Q-88 inspection (no earlier than 60 days prior), Class Society Safety Management Certificate, Flag State International Ship Security Certificate, USCG Certificate of Inspection (for U.S.-flagged vessels), and for vessels 15 years or older, refinery loading history from the preceding six months.

The Government contemplated award of a firm-fixed-price contract evaluated on a lowest-price, technically-acceptable basis. Price evaluation included charter hire rate, fuel costs at $1,500.83 per metric ton MGO/MDO, and calculations based on 22 days underway laden, 9 days ballast, 14 days in-port idle/loading, and 15 days in-port discharging. The NAICS code is 483111, Deep Sea Freight Transportation. The procurement was under FAR Part 12 simplified procedures with no set-asides.
