The Department of the Navy Military Sealift Command is soliciting proposals for a 60-day tanker time charter under RFP N3220526R6046 to support petroleum cargo transportation and military readiness operations worldwide. The procurement seeks one clean, approved U.S. or foreign flag double-hull tanker with a minimum cargo capacity of 240,000 barrels of clean product (JP5 and JA1 aviation fuels) and a maximum deadweight of 50,000 metric tons. The charter period is approximately 60 days with laydays commencing March 14, 2026 and canceling March 15, 2026, with delivery and redelivery in the Western Pacific/Sea of Japan range, specifically DFSP Hakozaki, Japan. Pricing will be evaluated based on charter hire rates for the 60-day period, with fuel costs calculated at the DLA Standard Fiscal Year 2025 price of $1,188.68 per metric ton for MGO/MDO based on 36 days underway laden, 9 days underway ballast, 7 days in-port idle/loading, and 8 days in-port discharging. All fuel and port charges are excluded from the daily hire rate and are the charterer's responsibility. The vessel must be under 20 years of age, with vessels exceeding 15 years requiring enrollment in the Condition Assessment Program, and must maintain comprehensive insurance including hull and machinery coverage, protection and indemnity insurance with pollution liability, and war risk coverage.
