About this opportunity
The 99th Contracting Squadron on behalf of the Department of the Air Force Air Combat Command is conducting market research to identify qualified vendors capable of providing student housing services for the 6th Combat Training Squadron (6 CTS) Tactical Air Control Party Formal Training Unit at Nellis Air Force Base, Nevada. The Request for Information (RFI) seeks responses from firms interested in leasing and operating residential facilities that meet federal occupancy standards, including HUD Housing Quality Standards compliance. Respondents must provide company information, identify their business size and applicable small business certifications, specify the timeframe needed to respond to a future Request for Proposal, and outline transition timelines from contract award to service commencement. The evaluation will assess vendors' qualifications, responsiveness capabilities, and transition readiness to determine appropriate sources and whether a small business set-aside is warranted. Interested firms must submit electronic responses by April 23, 2026, at 2:00 pm Pacific Time to TSgt Yeury Castillo Pena at yeury.castillo_pena.1@us.af.mil, with earlier submission strongly encouraged.
This RFI is not set-aside for any specific small business program, though the government is evaluating whether a set-aside designation will be appropriate for the eventual solicitation. The contract requires accommodation for an initial capacity of 80 Tactical Air Control Party students by September 20, 2026, with expansion to 130 students by June 7, 2027, utilizing 2- or 3-bedroom units located within 20 miles or 30 minutes average travel time from Nellis Air Force Base. The performance work statement specifies a 12-month base contract year commencing no later than September 20, 2026, with four optional 12-month extension years for a potential five-year contract period. All facilities must provide furnished accommodations with air conditioning, heating, internet connectivity at minimum 30 Mbps, full kitchen facilities, laundry services, and separate housing for male and female students, with 24/7 operations support including emergency maintenance response within 2 hours and corrective action completion within 6 hours. No incumbent contractor information or specific award value has been disclosed in the pre-solicitation notice.
