About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is seeking architect and engineer (A/E) services for B Wing Infrastructure Upgrades at the VA Medical Center in Leavenworth, Kansas. The scope of work includes field investigations, schematics, design development, construction documents, cost estimates, and construction period services to correct Facility Condition Assessment deficiencies through rebuilding and renovating cross corridors interconnecting Buildings 89/90 and 89/91 on floors three and four, replacing single-pane windows in specified areas, and replacing the HVAC system with direct-expansion units. Qualified firms must be licensed professional architects and engineers registered in Missouri or in a state where Missouri recognizes the engineering license. The evaluation will be conducted using eight criteria in descending order of importance: team qualifications and professional experience; previous experience on similar projects within the last three to five years with emphasis on medical facilities; geographic proximity of working offices to Leavenworth; project control and quality assurance procedures; capacity and staffing to accomplish the work; estimating effectiveness on recent projects; miscellaneous experience including operating room designs, Revit software proficiency, hospital infection prevention knowledge, and hazardous material abatement experience; and claims, terminations, and litigation history. Firms must submit completed SF 330 qualifications packages electronically to timothy.parison@va.gov by March 2, 2026, at 2:00 PM Central Standard Time, with submissions limited to 50 pages of 8.5 x 11-inch pages.
This procurement is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms verified and listed in the Vetbiz.gov database, with a requirement that at least 50 percent of design work be accomplished by employees of the prime contractor or eligible SDVOSB subcontractors. The estimated construction contract magnitude ranges from $5,000,000 to $10,000,000, with an anticipated firm fixed-price contract award. The anticipated design completion timeframe is approximately 180 calendar days including VA reviews. Firms must register in the System for Award Management (SAM) prior to award, verify compliance with the Excluded Parties List System (EPLS), and demonstrate enrollment in E-Verify within 30 days of contract award. No incumbent contractor is referenced in this pre-solicitation notice, and the government is under no obligation to award based on this announcement.
