About this opportunity
The Department of the Air Force, Pacific Air Forces, is procuring an F-18 Egress Trainer for the 554th Red Horse Squadron to provide comprehensive training for Fire and Emergency Services personnel at Andersen Air Force Base in Guam. The trainer must be a standalone unit featuring a 70% scale representation of an actual F-18 aircraft, complete with a single pilot seat, opening canopy, authentic cockpit controls, wing-mounted ordnance simulations, folding wings for transportation, and detailed components including a Liquid Oxygen Compartment and Battery Compartment. The primary objective is to build proficiency for both home-station and expeditionary operations, ensuring firefighters can effectively respond to aircraft emergencies including engine shutdown procedures, hazard identification, and aircrew egress techniques. The government will evaluate offers using the Lowest Price evaluation process, considering acceptability, price, and delivery terms. Questions or Requests for Information must be submitted by September 10, 2025 at 1000 CHST, with quotes due September 12, 2025 at 1400 CHST.
This procurement is designated as a 100% Small Business Set Aside under NAICS code 339999 (All Other Miscellaneous Manufacturing) with a size standard of 550 employees. No incumbent contractors or current award values are specified in the solicitation documents. The contract includes two line items: one for the F-18 Egress Trainer itself and another for shipping costs. The maximum acceptable delivery period is 150 calendar days from contract award. Performance will take place in Yigo, Guam, with the trainer designed to meet the specific training needs of the 36th Wing's fire and emergency response operations. All offerors must be registered in the System for Award Management and include their UEI, CAGE code, and small business certification status with their submissions.
