About this opportunity
The Air Force Sustainment Center announced a sole-source procurement of three 55,000 PSI ultra high-pressure articulated arm waterjet systems with a response deadline of October 19, 2026; Amendment 1 (October 6, 2026) attached the Class Justification and Approval for restricting competition to Progressive Surface Inc.
The machines strip coatings from aircraft engine components, including Integrated Blade Rotors during Cubic Boron Nitride application. Each system must feature a six-axis Fanuc robotic arm controlling water flow direction, a turntable, and two intensifier pumps rated at 55 KSI. Across three fiscal years, the Air Force will issue individual firm fixed-price contracts: FY26 includes one robotic 20,000 PSI waterjet ($1.4 million) and two gantry 20,000 PSI waterjets ($3.1 million); FY27–FY28 adds three robotic 20,000 PSI waterjets ($5.5 million). Total estimated value is $10 million, funded through DMAG Working Capital Funds. Delivery runs approximately 12 months per unit.
Progressive Surface Inc. is the sole available source based on unique technical capabilities and substantial switching costs. The company previously delivered three waterjet systems under competitively awarded contract FA8126-11-M-0059 and four follow-on sole-source awards between 2017 and 2026. A Sources Sought Synopsis posted August 8, 2025 received three vendor responses (BHPE LLC, Cesco Inc., Kent Home LLC); none met technical requirements. Transitioning manufacturers would require up to six years of parts requalification, operator and maintenance retraining, and loss of existing maintenance records, exceeding $5 million in duplicated effort.
