About this opportunity

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office, under the Department of the Navy Naval Supply Systems Command, published a Special Notice on March 4, 2026, announcing its intent to award a sole-source, firm fixed-price service contract to Revvity Health Sciences, Inc. The notice pertains to repair and preventative maintenance services for a PerkinElmer Tri-Carb 3110 TR Liquid Scintillation Counter (Serial Number 106627) located at the facility's Radioassay Laboratory. The contract will be awarded under FAR 13.106-1(b)(1)(i) based on a Justification and Approval for Other Than Full and Open Competition. The performance period extends from March 24, 2026, through September 30, 2026. This procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a large business size standard of $34,000,000.

The government's objective is to ensure specialized maintenance and repair services for the liquid scintillation counter, which requires manufacturer-trained personnel due to specialized tooling, licensed source handling, and proprietary components available only through the original equipment manufacturer. Interested parties have until March 11, 2026, to respond to this notice, though this is not a formal request for quotes and the government retains sole discretion to proceed with the proposed sole-source award. The contractor must maintain all personnel with green badge security clearance, provide onsite services during standard business hours (0700 to 1600, Monday through Friday), and furnish all necessary materials, equipment, and supplies for diagnostics, repairs, and preventative maintenance. Only Revvity Health Sciences, Inc., the manufacturer and sole authorized service provider for PerkinElmer life science products, meets the eligibility and technical requirements for this specialized work, as third-party vendors are not supported for this equipment. The contractor must deliver field service reports documenting all malfunctions, repairs performed, parts utilized, and verification that the instrument functions in full compliance with manufacturer standards.
