About this opportunity

The United States Coast Guard Surface Forces Logistics Center announced its intent on August 4, 2026 to award a sole-source purchase order to Management Concepts Inc. for a copyrighted training course on leveraging artificial intelligence for federal decision-making, with responses due by August 6, 2026. The procurement is restricted to a single source based on Management Concepts' exclusive intellectual property rights to the course curriculum, which the General Counsel has confirmed has not been licensed to any other vendor.

The Coast Guard requires a three-person virtual training program scheduled for August 17–18, 2026 covering ethical implications of AI in analyzing federal datasets, federal data governance principles, decision support systems using AI, and implementation strategies for AI-leveraged solutions in government decision-making. Curriculum must address data privacy concerns, integration of AI into decision support systems, and effective implementation of AI solutions through case studies and real-world examples. Participants must receive a certificate and pass an end-of-course examination upon successful completion.

Although this notice announces a sole-source intent, the Coast Guard is conducting market research to identify alternative sources capable of delivering a training program fully equivalent in scope, learning objectives, instructional depth, and curriculum delivery. Companies believing they can meet this requirement are invited to submit capability statements. The government explicitly states this is not a Request for Quotation and does not intend to award based solely on responses to this notice. The procurement is being conducted under Simplified Acquisition Procedures.
