About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to upgrade pressure reducing valves (PRVs) at the Stratton VA Medical Center in Albany, New York. The project involves providing and replacing 4 PRVs located in room S-21 of building 2's subbasement, with a specific requirement to replace all cast iron fittings with carbon steel components. Contractors must be licensed and insured to complete steam pipe work, conforming to all ASME codes and standards, and VHA directives. A site visit is recommended prior to submitting a price proposal, with the response deadline set for May 5, 2025. The technical evaluation will likely focus on the contractor's ability to meet detailed equipment specifications, including providing Spence main valves and pilots, carbon steel components, and various gate valves, strainers, and associated piping.

There is no specific set-aside designation for this contract opportunity. The work must be performed with minimal disruption to hospital operations, with steam shutdown work restricted to nights and weekends, and preparatory work allowed during normal business hours. The project falls under NAICS category 332919 (Other Metal Valve and Pipe Fitting Manufacturing) and Product Service Code 4810 (Powered Valves). While no specific budget range is mentioned, the comprehensive list of required components suggests a significant procurement investment. The period of performance requires careful coordination with VA medical center administration, with all shutdowns to be coordinated with the Contracting Officer's Representative (COR) and Facility Management Services (FMS) administration. The contractor will need to provide experienced steam pipefitters and ensure all work is completed as quickly and safely as possible.
