About this opportunity
The 48th Contracting Squadron, U.S. Air Force, seeks to procure up to two highline cargo dock systems with quotes due September 23, 2026, at 07:00 BST. Questions must be submitted by September 10. The procurement is firm fixed price under FAR Part 12 (commercial items) with no small business set-aside due to the overseas location per FAR 19.000(b)(1)(ii).
Place of performance is Chester Street, RAF Lakenheath, Brandon IP27 9PS, United Kingdom, with delivery to APO AE 09461-1035. CLIN 0001 requires one integrated permanent three-lane highline cargo dock system with 18 total 463L pallet positions, 56 feet long, approximately 30 feet wide, working height 39–40 inches, minimum 10,000 lbs per pallet position safe working load, and 180,000 lbs total structural rating. CLIN 0002 is an option for one modular relocatable single-lane dock with 6 total 463L pallet positions, approximately 15 feet wide, designed for relocation via 10K military forklifts; this option is exercisable through September 30, 2027, upon receipt of funds. Both systems must accommodate standard USAF 463L pallets at 108-inch and 88-inch widths, interface with Air Mobility Command K-Loaders (Halvorsen 25K and Tunner 60K), feature hot-dip galvanized structural steel per BS EN ISO 1461 or ASTM A123, sealed roller assemblies, mechanical pallet stops, OSHA/AFOSH-compliant catwalks and handrails, and support side loading. Contractors must dismantle existing legacy dock, provide one-year comprehensive warranty covering structural elements and galvanization, perform on-site functional load testing with government-provided pallets, and complete all work within 120 calendar days from award. NAICS is 333922; PSC is 5450. Vendors must maintain active SAM registration, provide CAGE or NCAGE codes, submit pricing on Attachment 2 (Quote Sheet), and submit technical documentation not exceeding 20 pages. Prices must remain firm for 60 calendar days from quote receipt. A non-mandatory site visit is scheduled for September 8 at 10:00 BST; advance registration required by September 3. Evaluation is best value, considering technical capability and price. The government reserves the right to conduct exchanges during evaluation and cancel without obligation to reimburse costs.
