About this file

This is a Questions and Answers document for federal contract opportunity FA558726Q0052 regarding the Highline Cargo Dock System at RAF Lakenheath. The document addresses clarifications on two contract line items (CLINs): CLIN 0001 for the Logistics Readiness Squadron (LRS) and CLIN 0002 for the Munitions Squadron (MUNS), both requiring highline cargo dock systems with installation, certification, and testing.

Key contractual details include a 120-day delivery requirement from award (originally specified as 90 days) encompassing all components including delivery, removal of legacy equipment, certification, and acceptance testing. The total evaluated price includes the fully priced CLIN 0002 option. CLIN 0001 requires one integrated dock system with three parallel lanes featuring six pallet positions per lane, integrated catwalks between roller lanes, and forklift access gates on front and aft sides; this system must be non-fixed and mobile. CLIN 0002 requires a minimum continuous static lane load of 70,000 pounds and must be constructed of heavy-duty structural steel with hot-dip galvanizing (aluminum construction is not acceptable); it requires capability to load and unload single 463L pallets or T-2 pallet trains from both sides at each end. The Government will not provide Government Furnished Property or Equipment. Contractors are responsible for pursuing applicable UK VAT relief processes per DFARS 252.229-7006. The CLIN 0002 option is exercisable through 30 September 2027 with a separate 90-calendar-day delivery period upon option exercise. The document includes photographs and detailed specifications of the legacy dock system to be removed, measuring 50 feet (W) x 31 feet (L) x 12 feet (H), and identifies proposed installation locations and staging areas requiring coordination with Air Field Management.

FA558726Q0052 – Highline Cargo Dock System

QUESTIONS/ANSWERS

Q: Will the base be scrapping the old equipment in its supplied containers?

A: See SOW – No. 4.4 Government Furnished Material: The US Government will not provide any Government Furnished Property (GFP) or Government Furnished Equipment (GFE) as part of this contract.

Q: Does the base have a forklift to provide any assistance in loading/unloading of equipment?

A: See SOW - 4.4 Government Furnished Material: The US Government will not provide any Government Furnished Property (GFP) or Government Furnished Equipment (GFE) as part of this contract.

Q: When the container of equipment arrives, is there anything special that needs to be done on the air base side to accept large containers?

A: Air Field Management would need the WxHxL and exact location of all items staged on victor ramp approximately 10 business days before arrival.

Q: Is the 90 days to deliver after award firm?

A: Requirement has been adjusted to 120 days from award to delivery.

Q: Is the 90-calendar-day schedule intended to include delivery, legacy dock dismantling and disposal, installation, certification, and on-site acceptance testing for CLIN 0001, and delivery, assembly, certification, and testing for CLIN 0002?

A: The delivery date of what will now be 120 days out from award will include all components (delivery of new, removal of old, certification, acceptance, etc.)

Q: Will the Total Evaluated Price include the fully priced CLIN 0002 option under FAR 52.217-5?

A: Yes, the total evaluated price will include the option in addition to the base requirement.

Q: Should offerors include UK VAT and levies in each total, state them separately, or price on the basis of an applicable Government relief process?

A: No, see DFARS 252.229-7006. Pursuing applicable relief processes are the sole responsibility of the contractor.

Q: “A standard highline dock holds 6- 463L pallets and is 50' in total length. Are they looking for one dock that will hold 18 Pallets? or are they looking for 3 standard highline docks. All highline docks have 4 roller lanes. Pallets can be loaded in either direction. No one manufactures 3 lane docks.”

A: (LRS CLIN0001) See SoW 3.2.1 & 3.2.4 catwalks between each roller lane. “One (1) integrated dock system consisting of three (3) parallel lanes featuring six (6) pallet positions per lane” …”Catwalks: Integrated, full-length continuous walkways positioned between adjacent roller lanes and along outer perimeters (minimum usable width 24 inches / 610 mm). Surface must be serrated, self-draining, open-grid galvanized safety grating.”

Q: How many gates do you need for Forklifts to be able to side load? This question applies to both the LRS build and the MUNS build

A: (LRS) The side that will feature the ladder & the Forklift gates, we will need one set on the front and one set on the aft.

(MUNS) We would need the capability to unload a single pallet or T-2 pallet train from both sides of each end of the Highline. Gates and tine pockets that can provide this capability are acceptable.

Q: Can you please provide pictures for the legacy high line dock that is to be dismantled and removed?

A: Yes, see attachments.

Q: If available, we would also appreciate any drawings, dimensions, foundation details, concrete specifications, existing anchor locations, and site-access information that may assist with the proposed design and installation.

A: Due to being installed in the early 2000’s unfortunately no records exist of the items or dimensions beyond what was taken by the companies during the open house. 48 CE/CENME TSgt Turnbull, Andy is looking into foundation details and concrete specifications but no answer can be given at this time.

1) CLIN 0001 – Fixed vs Mobile System During the site visit, it was advised that both the LRS and MUNS systems should be mobile/non-fixed. However, Attachment 1 describes the CLIN 0001 LRS system as a permanent integrated system and requires it to be securely anchored into the existing concrete flightline apron. Please confirm whether CLIN 0001 is required to be permanently anchored or mobile/non-fixed.

LRS - It has been decided that CLIN 001 should not be Fixed.

2) Underground Services / Drilling Please confirm whether there are any known underground utilities/services beneath the CLIN 0001 installation area, and whether there are any restrictions or permit requirements associated with drilling/anchoring into the concrete apron, should anchoring remain required.

Not Needed

3) CLIN 0001 – Existing Dock Dimensions Please provide or confirm the overall dimensions of the existing legacy dock system that is to be dismantled and removed, including the omni table and storage lockers identified during the site visit.

LRS - 50ft (W) x 31ft (L) x 12ft (H)

4) Laydown / Temporary Storage Area Will the Contractor be provided with an appropriate laydown/staging area for materials, equipment and dismantled components during removal and installation?

If so, please identify its approximate location and any restrictions applicable to its use.

LRS CLIN0001 - Yes. This will have to be coordinated with USAF/Air Field Management 10 days prior to installation. We need to know what materials, equipment and components will need to be staged.

MUNS CLIN0002 - ~110’x129’ improved concrete apron in front of the PAS. A portion of this can be used as storage as long as a traffic route can be maintained to the work area.

5) Site Drawings / Surveys Are any existing site drawings, apron drawings, surveys, existing highline dock drawings or other dimensional information available for the LRS and/or MUNS installation locations? If available, please provide these to offerors.

LRS CLIN0001 - There are not any existing site drawings, apron drawings, surveys, existing highline dock drawings or other dimensional information.

6) CLIN 0002 – MUNS Site Information As the MUNS installation location was not included in the physical site visit, please provide photographs and/or drawings of the proposed MUNS installation area, including the available footprint, surface condition, access and any relevant dimensional information.

MUNS CLIN0002 - Primary location would be a PAS with workable space of 60’x118’.

If operational limitations dictate a 185’x108’ improved concrete surface can be provided within the 48 MUNS complex for assembly of the highline. For further specifics after award see POC.

7) CLIN 0002 – Load Rating Clarification Attachment 1 states a minimum 10,000 lb SWL per pallet position / 60,000 lb total SWL for the six-position MUNS system, while Section 3.3.3 specifies a minimum continuous static lane load of 70,000 lb. Please confirm the required minimum design/load rating for CLIN 0002.

The 70,000 lb. continuous static lane is the correct minimum requirement.

8) CLIN 0002 – Aluminium Construction During the site visit, the MUNS representative advised that, because the system will be housed indoors, aluminium construction would be acceptable. Attachment 1 currently specifies heavy-duty structural steel with hot-dip galvanizing. Please confirm whether aluminium construction is acceptable for CLIN 0002, and if so, whether there are any required material grades, structural standards or corrosion-protection requirements.

Aluminium construction is not acceptable. The requirements in the quote are correct.

9) CLIN 0002 – Side Loading Arrangement During the site visit, the MUNS representative indicated a requirement for removable pallet notches/stops along the length to facilitate loading and unloading from both sides. Please confirm the Government's required side-loading arrangement, including whether both sides of the complete six-position system must permit forklift loading/unloading at every pallet position.

At a minimum we would need the capability to on and offload, by forklift, single 463L pallets or T-2 trains from both sides of each end of the Highline dock.

10) CLIN 0002 – Place of Performance / Delivery Location Please confirm the exact delivery and installation location for CLIN 0002 (48 MUNS), as the solicitation's delivery information appears to reference 48 LRS/F2P3L1 while other portions identify 48 MUNS/F2P2MU.

Delivery will be on RAF Lakenheath at MUNS installation on other side of the flightline. CLIN0001 is to be delivered to LRS and CLIN0002 would be delivered to MUNS. Both on RAF Lakenheath near the flightline.

11) CLIN 0002 – Option Delivery Timing The solicitation provides for CLIN 0002 to be exercised through 30 September 2027, while delivery is required within 90 calendar days after option exercise. Please confirm that if the option is exercised near 30 September 2027, delivery may occur after that date in accordance with the 90-calendar-day delivery period. Confirmed, placing a call on an option starts its own delivery period of performance. If the call on this option is made around 30 September 2027, the contractor is still entitled to their full period of performance time frame.

12) CMMC Requirement DFARS 252.204-7021 is included in the solicitation; however, the required CMMC level appears not to have been specified. Please confirm the applicable CMMC level, if any, required for this procurement.

13) Proposed Solution: Would the base consider using a standard stand-alone highline dock to meet their requirement? See attached for details.

LRS CLIN0001 - Negative. We want one system side by side.

Please see attached pictures below of legacy highline dock that is to be removed. This removal includes the omni-pad and metal storage units attached to the dock system:
