About this file

This is a Statement of Work (SOW) for the procurement and installation of cargo highline dock systems at Royal Air Force (RAF) Lakenheath, United Kingdom, dated September 1, 2026 (Revision 2).

The project consists of two contract line items (CLINs). CLIN 001 is the base requirement for the 48th Logistics Readiness Squadron (48 LRS) and requires procurement, delivery, demolition of the legacy dock, installation, and certification of one permanent, three-lane integrated highline cargo dock system with 18 total 463L pallet positions. CLIN 002 is an option requirement for the 48th Munitions Squadron (48 MUNS) and calls for one modular, relocatable single-lane highline cargo dock system with 6 total 463L pallet positions configured for independent relocation via 10K standard military forklifts. Both systems must interface with standard USAF 463L pallets, accommodate both 108-inch and 88-inch width orientations, and support mechanical interface with Air Mobility Command K-Loaders (Halvorsen 25K and Tunner 60K). The CLIN 001 dock must be 56 feet long with approximately 30 feet width, three parallel lanes with 6 pallet positions each, working height of 39-40 inches, minimum 10,000 lbs per pallet position safe working load, and 180,000 lbs total system structural rating. The CLIN 002 dock shares the same length and height specifications but is approximately 15 feet wide and includes adjustable leveling feet (±3 inches) for uneven surfaces; it must be modular with three bolt-together segments featuring engineered forklift pockets for relocation. Both systems require hot-dip galvanized structural steel per BS EN ISO 1461 or ASTM A123, heavy-duty sealed roller assemblies, positive mechanical pallet stops, side-loading capability, catwalks with 24-inch minimum width, OSHA/AFOSH-compliant handrails, and access stairs. The contractor must provide all equipment, tools, materials, transportation, and services necessary for assembly, dismantle the existing legacy dock, and obtain one-year comprehensive commercial warranties covering all structural elements, rollers, bearings, and hot-dip galvanization against defects and premature corrosion. Final acceptance requires on-site functional load testing using government-provided 463L pallets and K-loader interface verification supervised by the mission partner. Work hours are Monday through Friday (excluding US federal and UK bank holidays) from 0800 to 1700 local UK time. The contractor must comply with operational security (OPSEC) policies, RAF Lakenheath airfield driving regulations, foreign object damage (FOD) prevention policies, and applicable UK Standards. Shipping requirements vary by vendor location: vendors within the United Kingdom must use FOB Destination with all costs included in the purchase price, while vendors outside the United Kingdom have three options including United States Postal Service, commercial small parcel carrier, or consolidated shipping via military airlift. The government will not provide Government Furnished Property or Equipment, and the contractor is responsible for obtaining installation access passes for all personnel and maintaining proper documentation within 30 days of contract award.

Cargo Highline Dock at

Royal Air Force (RAF) Lakenheath

Rev. 2, 1 Sep 2026

1.0 INTRODUCTION & MISSION OBJECTIVE

1.1 Mission:

The 48th Logistics Readiness Squadron (48 LRS) Air Transportation Function (ATF) and the 48th Munitions Squadron (48 MUNS) require heavy-duty rollerized Cargo Highline Docks at RAF Lakenheath. The CLIN001 will provide a single system, three lane high-throughput cargo staging, assembly, and loading capabilities high line dock to support 48th Fighter Wing (48 FW) deployments across two Combatant Commands. CLIN002 provides an option for 48 MUNS for a one lane high line dock system, similar to CLIN001 with an off-apron, relocatable staging platform to safely build, disassemble, and transfer munitions pallet trains. CLIN002 will be a modular variant as described in the product specifications below.

1.2 Background:

Currently, RAF Lakenheath Building 1280 operates with only one functional highline dock and one legacy dock that is structurally obsolete and inoperable. Additionally at 48 Munitions, air freight staging is constrained, forcing ground-level pallet builds on wooden dunnage and multi-step forklift transfers.

Procuring 2 modern, multi-lane, rollerized highline systems expands staging capacity, enables direct pallet train assembly (T-2, T-3, T-4 configurations), and permits seamless mechanical interface with standard Air Mobility Command (AMC) K-Loaders (Halvorsen 25K and Tunner 60K).

1.3 Acquisition Scope & CLIN Structure:

• CLIN 001 (Base Requirement – 48 LRS): Procure, deliver, dismantle legacy dock, install, and certify ONE (1) Permanent, Three-Lane Integrated Highline Cargo Dock System (18 total 463L pallet positions).

• CLIN 002 (Option Requirement - 48 MUNS): Procure, deliver, assemble, and certify ONE (1) Modular, Relocatable Single-Lane Highline Cargo Dock System (6 total 463L pallet positions) configured for independent relocation via 10K standard military forklifts.

1.0 General Requirements

1.1 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall promptly identify issues to the Government and take timely corrective action. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel.

1.2 Contract Management & Administration

2.2.1 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices.

2.2.2 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion.
