About this opportunity
The United States Air Forces in Europe and Africa seeks 48 truck-mounted de-icing tank sprayers for RAF Lakenheath, United Kingdom, with proposals due September 28, 2026, and questions due September 18, 2026. The procurement carries no set-aside due to overseas location and is issued as a combined synopsis and request for quote on a firm-fixed-price basis.
Place of performance is RAF Lakenheath, Brandon, IP27 9PS, United Kingdom, with delivery required 90 calendar days from award to Building 1119, Gate 8. The NAICS code is 333310, Commercial and Service Industry Machinery Manufacturing; PSC is 3825, Road Clearing, Cleaning, and Marking Equipment.
The specification requires trucks (primarily Kenworth T880 or T370 models, 2018–2023) with a single baffled tank of 4,000-liter minimum capacity (maximum constrained by 14 short tons when filled) constructed of high-density polyethylene, cross-linked polyethylene, or stainless steel. The spray system must deliver a minimum 10-meter liquid spray width with even distribution and extend from the rear. Total unit height must not exceed 11 feet and fit within truck bed interior dimensions of 14 feet length and 7 feet width (narrowing to 6 feet 4 inches at base). The deicing fluid is Konsin Eco De-Ice and Anti-Ice Fluid (potassium acetate–based), with computerized chemical-metering systems required for dynamic rate management. Units must include complete LED lighting with 360-degree amber warning beacons, work lights, and illuminated controls. The manufacturer shall perform initial installation, on-site training, and provide a 12–24 month warranty; follow-on service is preferred but not required.
Technical documentation must not exceed 20 pages. Quoters must hold active SAM registration and provide CAGE or NCAGE codes. Prices must be held firm for 60 calendar days from submission. A 10 percent price evaluation preference applies to HUBZone small business concerns that have not waived the preference. Evaluation criteria are price and technical capability, with award to the responsible offeror providing best value. Non-USD pricing will be converted using the defense comptroller exchange rate. Amendment 0001 (issued September 22) added a Q&A document addressing technical specifications.
